City Council Considers Proposal for Pool Hall

Despite opposition to giving a special use purpose for the installation of pool tables at a Mexican Restaurant at the corner of Main and Davis Street the Duncanville City Council took up the measure at the February 7, 2012 meeting.
The measure was unanimously voted against by the Planning and Zoning Commission at their most recent meeting.
Grady Smithey made a motion to approve the special use purpose for the restaurant and bar owner, Scott Cannon seconded the motion.
Duncanville resident’s Dalton Lott, Earl McBurnett, Cliff Boyd, Denny Wood, Alphonzo Diaz, and Kay Oliverio spoke in favor of the special use purpose.
City Councilwoman Leslie Thomas, whose district the restaurant sits in, spoke in opposition to the proposal stating that “family atmosphere” doesn’t include pool tables and alcohol.
Lott, in response, advocated for the change to the zoning in the property he owns. Lott likened the property to a Dave & Buster’s type restaurant that serves both alcohol and has games.
City Councilwoman Johnette Jameson read from the public comments that stated that it appeared that the opposition to the proposal was because it doesn’t “fit into the vision”.
Over twenty percent of the surrounding property owners sent letters in opposition to the change in zoning. Known as the twenty percent rule, the opposition means that the City Council will have to vote with a super majority of its members or six votes to approve the measure.
When it appeared that a super majority vote was not likely, Smithey pulled his motion. He put forth another motion to remand the request back to the Planning and Zoning Commission.
